In 2005, Ted Carman, working with Barry Bluestone and Eleanor White, provided public policy consulting services to several states through a contract with the National Governors Association. During the course of the contract, the team traveled to Louisiana, Utah, Minnesota and Hawaii for a series of meetings with members of each state’s Governor’s Administration and key housing and economic development advisers.
