Worcester: Revitalization Plan

Worcester Beacon Federal graphicIn early 2009, the city of Worcester engaged Concord Square Planning and Development and the Cecil Group to undertake a study of the Beacon Federal Neighborhood in Worcester.  This neighborhood is located just southwest of downtown Worcester, and forms the transition between the commercial buildings along Franklin Street into the residential neighborhood along South Main Street, on the way to Clark University. Our objective was to identify the problems affecting the neighborhood that have resulted in disinvestment, boarded-up buildings, and significant crime in the immediate area.  Because the neighborhood in question is so close to downtown Worcester and provides the link with the surrounding residential neighborhoods, it is a key component for the revitalization of the center of the city.

The study identified the key assets of the neighborhood, transportation patterns and opportunities for redevelopment, and a long-term “Opportunities for Development” plan was prepared.  In addition, a detailed market study was carried out by FXM Associates and the Institute for a Competitive Inner City.

Concord Square worked with the owners of six properties and developed renovation financing plans for these properties utilizing conventional financing plus new market and federal and state historic tax credits.
