Yule Development: Abbot Mill, Westford, MA

abbotmill.jpgAs a developer, Ted Carman obtained an option on the Abbot Mill in Westford MA in early 2000, with the intention of doing a conversion into market rate rental housing. At the time, the property was zoned industrial. After meeting with the neighbors, the selectmen and the planning board a proposal was prepared for an Overlay Zoning District allowing high density residential use that would encompass not only the Abbot Mill, but also two other mill locations in Westford, downstream on Stony Brook. This zoning change was brought to the May Town Meeting, and passed unanimously. This endeavor lasted, from start to finish, less than five months from initial discussions with the neighbors and town officials.

The experience with this overlay zoning district was a key piece of the inspiration for the proposal that became Smart Growth Zoning under Chapters 40R and 40S.

Subsequently, Carman worked with Yule Development Company to obtain the Special Permit allowing construction to proceed. In addition, Carman worked with local officials, the State Representative, the State Senator, and State Highway Officials to have a nearby bridge reconstruction project fast-tracked in order to be ready for the redevelopment of the Mill buildings. The schedule was bumped ahead, and the reconstruction of the bridge is now complete and open for traffic.
